White General Smith: 25X1 a. Noted the item in today's Log concerning I in escape and evasion activities in Korea and stated there was no objection to our working with them, provided they could furnish us with one or two good men. air. Wisner noted this activity was under the supervision of and participated in by 25X1 personnel of our 25X1 25X1 a. Raised the matter of intelligence support for Gen. Dra r and stated that in his opinion such support should come from the Embassy Mr. Becker noted that the DCI had already discussed such action an receive approval of a proposed letter.to 0 and also a reply to 0 cable on 25X1 this matter. In this connection, the Director stated that it was not incuabent upon CIA to furnish support for Gen. Draper or other individuals involved in similar activities unless we were so directed by the National Security Council. In regard to the point raised by Mr. Becker concerning NIE's produced on certain areas and which are from time to time sent to the several Anbassadors for their comment, the DCI directed that one copy only of such NIE's be forwarded through our Senior Representatives. 25X1 b. Stated he had received a letter from Assistant Attorney General McInerney requesting that this Agency make available as witnesses two other officers who were knowledgeable of thel Mr. iisner25X1 noted that as previously discussed with the DCI he had been interviewed by two FBI agents of the Washington Field Office on an off-the-record basis and had -drawn up a proposed memorandum in connection therewith which he would clear with the 25X1 Director. Mr. Wisner also noted that (1) tentative arrangements had been discussed with the above-mentioned agents concerning the possibility of appearing as witnesses in the tter provided assurance could be given by the Department of Justice that ese officers would be fully protected; (2) a brief discussion was also held with the aforementioned agents regarding this Agency making available copies of memoranda for the record regarding conversations with The Director stated that (1) in view of the manner in which the Department (CONTINuiD) TOP SECRET Approved For Release 208 d lel*`FZDP80B01676R002300100037-8 TOP SECRET Approved For Release 200 % / 1'{~I1 P80B01676R002300100037-8 Mr. Dulles (Contd.) 25X1 of Justice had handled the Lattimore situation, Attorney Generj xranery 25X1 and/or Assistant Attorney General McInerney would be informed we would not further expose our people unless so ordered by the President; (2) in response to a query from Mr. Dulles as to whether should remain abroad, the Director said there was no objection to his re urn ng as scheduled; however, he should be prepared to "flit at a moment's notice;" (3) there was nothing further we could do in regard to 0 since he was no longer employed by OIL; (!i.) in the future, any contact between officers of this Agency and representatives of the FBI on matters similar to that of the case would be through the FBI Liaison Officer, and/or his successor; 5) he desired to see in this regard today. (NOTE: 0 will see the Director at 3 p.m. this afternoon.) After some further discussion, Mr. Dulles undertook to prepare and submit to thQ 5X1 DCI for approval a reply to Assistant Attorney General McInerney's letter. d. Stated that he had again discussed the Lattimore case with Assistant Attorney General McInerney who indicated that the Department of Justice had "slipped up" in its handling of this affair. e. Noted that I I had been employed as a consultant and was working with 25X1 25X a. White (Cont'd.) Defense's personnel ceilings. The Director asked Col. White to advise Bu .bet 25X1 that (1) he would not go along with reimbursing Defense for its people since such action amounted to nothing more than taking money out of one pocket and putting it in another; a. Raised the question of furnishing intelligence and other information to the Senior Representatives. After some discussion, the DCI approved the recommendation that the several Deputy Directors submit to the Executive Assistant to the DCI any information which, in their opinion, should be tran;,- mitted to the Senior Representatives. It would then become the responsibilil.y of the Executive Assistant to draft an appropriate letter to the Senior _tepresenta- tives.
