Wisner, Kirkpatrick, Redden and Colonels White and ook over the redraft of his paper on "CIA Clandestine Services - Description o Proposed Organization" and furnish him any sugg d changes. These changes, however, are to be presented in such a way that they t)e readi_y compared with the original text. 25X1 25X1 25X1 b. Noted the item in today's Log concerning and 25X1 stated that our people had, in fact, done an excellent job and this word of oraise was well deservin . Mr. Wisner also noted that we had fully coordinated our activities wring this operation. a. Stated that Mr. Mitchell had reported that had been indicted without appearing before the Grand Jury and in this connec on noted that Colonel Hansen received several telephone calls from newspapermen inquiring as to the reason "the FBI was after us on this case." After some discussion as to what steps, if any, we should take in this matter, the Director asked Mr. Redden to (1) have a further talk with Mitchell; (2) determine from Mr. Dulles exactly what Attorney General McInerney had said regarding this case; (3) based upon the information gained from (1) and (2) above, make recommendations to him for an further action. The Director stated that in order to avoid future 25X1 for incidents he desired that Mr. Becker prepare a memorandum to all concerned which would state that (1) dissemination of information similar to that disseminated on Lattimore would be made only through the Office of Current Intelligence and who will be responsible therefor in accordance with instructions from the DCI; (2) under no circumstances will an officer of this Agency reveal the source of such information be it true or false without first clearing with the Director and in his absence, the Deputy Director and, in the absence of both, 2 5, , w the DD/I. I noted that there was a memorandum on the Director's desk (CONTINUED) Approved For Release 2003f e R 80BO1676R002300100042-2 25X1 Approved For Release 20016$P80B01676R002300100042-2 Mr. Hedden (Cont'd.) for his signature which placed the responsibility for dissemination of information on prominent U.S. citizens on the appropriate Deputy Director, depending upon which office received the information. The Director stated that he desired this responsi- bility placed with one office and ultimately with a single individual. Mr. Feeker noted that the Director's instructions raised the question of the dissemination of OSO reports and asked the DCI for an opportunity to examine this matter further, particularly in view of the fact that he would rather err on the side of M,iving out too much rather than too littlets even though admittedly the ituation was mishandled. The Director approved but in so doing stated that (1) it was absolutely necessary for one individual to monitor all the reports in question; (2) if required, he would have no objection to increasing the T/O of OCI to 25X1 handle this matter; (3) in the future, no reports of this nature would be disseminated by the Office of operations; (1) he was satisfied with the dissemina- tion of information from OSO and, therefore, it would not be necessary for D /I to coordinate his recommendations with DD/P. Mr. Becker: s -. 2 a. Gave the Director a report on the resignation of the Egyptian Prime Minister. The DCI stated that he had discussed the Egyptian Situation with the President and he had indicated that it might be well to hold an Economic Conference there in the near future.
