Noted that the interim approval of our "package of projects" would, in all probability, be discussed at today's PSB luncheon and in this correction Mr. Wisner said that (1) there was considerable undercurrent and unhappiness on the part of State and the Joint Chiefs concerning these projects; (2) Col. Johnston was dissatisfied with State's approach on this matter; (3) he therefore recommended that discussion of this problem be postponed for a week, particularly since Col. Johnston is ill. After further discussion, Mr. Wisner gave the Director State's recommendation for a proposed directive to CIA in connection with the above-mentioned projects. The Director retained this paper and noted he would state our position at today's luncheon. 25X1 b. Raised the question of the Jituation and, after some discussion., ?R1 undertook to provide the Director with certain recommendations to be discussed at today's PSB luncheon. In this connection, the Director stated that a Committee" had been appointed and would consist of representatives from State c. Noted that the was doing an excellent job 25X1 in suppressing the Communist demonstrations over the arrival of 25X1 and recommended that we advise all concerned to exert as much pressure as possible to keep this ball rolling.
