Noted that our meetings with oncerning CAT were 25X1 coming out very well. Mr. Wisner: a. Noted the special l (report concerning the possible imposition of another blockade on Berlin. The Director stated that he had already seen the report. Mr. Becccer noted that his people had undertaken to check the movement of the 10,000 "People's Police" mentioned in this report. b. Raised the question of certain items being dropped from the German contractual agreements and stated that with the Director's approval he intended to speak to today concerning leak on this matter to 25X1 the ress. The Director approved and stated that after Mr. Wisner had talked to re he (the Director) also wished to see Messrs. Wisner and 0 25X1 on this subject. In this connection, the DCI stated he was seeing Secretary Acheson at 11;30 today on this matter. o- e. C. Noted that (1) the Group on the Strategy of Cold War was meeting this afternoon and stated that this Group could do no more than suggest specifics until such time as action had been completed on NSC 68 and NSC 114; (2) State had arrived at certain conclusions on the feasibilities suggested by CIA. Mr. Becker noted that this matter was up for consideration before the Steering Committee of the NSC tomorrow afternoon and, after some discussion, the Director stated the time had come for us to be more positive in our stand on this problem and we should attempt to get a majority view that "passive resistance" would not win the cold war.
