his request for information on world-wi.de Communist activities and, after
considerable discussion, the Director stated he desired a "real intf~lli~cj~xc_:f
estimate without too much detail". The Director particularly asked that th s
estimate show the amount of money being expended by the Communists on eoia war
activities, the world-wide Soviet front organizations, polit%cal action =-,3e~~ding,
etc. The Director went on to say it was not necessary that this be a ecx~~:r~ated
estimate within the Intelligence community; however, we should take ad.va~rMak-;e of
all the information the Department of State was able to furnish. Ii cat~z~t,c-`.ion
with the money being spent by the Communists, the Director noted that he in5.ended
to advise, if necessary, "our Congressional Committee" that (1) the CIA "r:~.id~;~et
for intelligence requirements amounted to (2) we required ~ 2 5X1
millions of dollars to carry out our cold war activities which coul:i be ~f1t as
directed; however, the Communists were spending x millions of dollars in hr-ir
conduct of similar operations. Mr. Wisner noted that the preT~arati~rn of r~.r~
estimate was already going forward and undertook to furnish s. draft for *.he
DCT's consideration when completed.
c. Asked Mr. Amory to furnish the following information as a .natter a;`
priority-and, in any event, before 9 o'clock tomorrow morning: (1} totaa rx,nber
of ROK troops in the field broken down as to regiments, independent brics,~ae~,
etc., which were fed into the UN forces in Korea; (2} number of ROK troo~~:,
being trained by Generals Clark and Van Fleet; (3) total South Korecn mil~t~_ry
manpower; (~+) number of ChiNats troops on Formosa and elsewhere in i:he wr~~l.c. ,
e.g. Burma, Indochina, off-shore islands, etc.; (5} the number of ~zerrl_~La and
Third Force troops still in existence on the Chinese mainland; (6) a "Quick
over-all figure of what we think the imports are to Communist China -co i.r~.~l~ cis
imports from other than the Soviet Union (consideration should be g:wen to ~?.~e
amount of commerce that flows along the coastal shipping lanes}.
d. Asked Mr. Dulles to handle a cable in regard to
