a. Noted the item in today's Log respecting the "informal" meetings
between Mr. Pforzheimer and members of Congress on continuing proce-
dures for sub-committee handling of private bills for CIA, and asked
.DD/A to establish a procedure whereby Pforzheimer would first clear
with Colonel White, or some other designated DD/A officer, before
attending any meetings with members of Congress at which matters of
policy might be discussed.
b. Noted that General Smith had advised him that the Soviets
had "invited" the U. S. Embassy to remain in Spasso Rouse.
a. Referred to the Director's meeting with the McCarthy Committee
on Tuesday, 17 March,

Director. Mr. Dulles noted that he had been advised regarding these
individuals and had passed along information pertaining to them to
General Smith.

a. Stated that a memorandum of transmittal, forwarding the
Albanian Paper to the Acting Director, PSB, had been prepared for the
Director's signature and recomended that only copies of the memorandum
of transmittal be furnished the members of the PSB. The Director
approved and noted he was somewhat concerned about the recommendations
contained in this paper -- some of which are of a highly political
nature -- and after some discussion asked General Balmer to rework
these recommendations.
b. Noted that in connection with the Albanian Paper, Admiral

General Balmer (Continued):
25X1 had recommended in his paper that CIA prepare "other country
plans , however, preparation of these plans had been held in abeyance
with the approval of Mr. Dulles. The Director asked if we had., in
2 5X1 fact, received a mandate from the PSB to prepare these other plans --
stated that we had. After some discussion it was
25X1 agreed that DD /P would speak to and advise him that the
preparation of the plans in question would be delayed pending the
outcome of the Jackson Committee recommendations.
Mr. Amory:
a. Reported he had been advised that if there was a briefing
at the NSC Meeting on 25 March, it would be short in view of a
lengthy report to be made by the Secretary of Defense. The Director
stated if there was anything urgent at that time we should so advise
Mr. Cutler and seek his advice as to whether a briefing was necessary.
