PRESENT: Messrs. Dulles, Amory, Houston, Helms, Kirkpatrick, Sheldon
and
a. Reported that 0 did not concur in assuming
responsibility for the defected I and. noted that he
(DCI) was inclined to agree with him. After some discussion, Wherein
it was noted that ARCI or one of Congressman Judd's "civilian committees''
could possibly sponsor this individual, the Director asked Mr. Helms to:
(1) discuss this problem with (2) advise Admiral
of Headquarter's thinking and request his comments and/or suggestions;
(3) send the essence of the information contained in IN 20947 and IN 21125
to the Department of State (General Smith) and the Joint Chiefs of Staff
(Admiral Radford).
Mr. Amory:
c. Briefly reported on the discussion held at the NSC Planning
Board Meeting yesterday on the "Prestige Paper".
Mr. Kirkpatrick:
a. Reported that Speaker Martin was planning a trip to Bonn and
received the Director's authorization to offer him a briefing in his (DCI's)
name.

Mr. Kirkpatrick (Continued):
b. Received the Director's approval to offer a briefing to
Congressman Judd prior to his trip.
c. Stated that tentative arrangements had been made to debrief
Senator Knowland in the Director's Conference Room at 0930 hours on
Saturday, 3 October. The Director noted his intention to be present
and stated representatives of DD/I and DD/P should also attend this
meeting. Messrs. Amory and Helms undertook to notify their respective
officers.
Stated a request had been received from Burton Berry that he be
advised at least two days in advance of any overflights made to a
certain country in view of secret negotiations now being conducted
between the U.S. and that country. The DCI approved.
