Referred to a cable to the Senior Representative, HKI 25X1 a cable from the Senior Representativ 25X1 Naat oncerning Senator Ellender's visit, and after some discussion it was agreed that Mr. Kirkpatrick would draft a letter for the Director's approval to the Under Secretary of State requesting that: (1) all State Department foreign missions be advised not to reveal the identity of CIA personnel to "travelers" unless specifically instructed to do so; (2) the course conducted for newly appointed Foreign Service Officers include instructions to this effect. In connection with Congressional trips, Mr. Kirkpatrick noted that Congressman Riehlman was planning a trip to Manila and 25X1 d. Noted several cables pertaining to the forthcoming visit of and upon being advised that Defense was handling the details, stated we should confirm this to prevent any flaps which might result in either Defense or ourselves dropping the ball. Mr. Helms undertook to follow through on this. . Noted a series of cables from the Senior Representative, h. Noted an article in the NEW YORK TIMES of Sunday, 13 September, by Harry Schwartz concerning Marshal Zhukov and asked Mr. Sheldon to prepare a short piece on Zhukov's standing, for the President. i. Referred to the "unclassified" Executive Order establishing the OCB and asked that copies of this be pouched to our principal field stations. Colonel White said DD/A is in the process of mimeographing this Order and undertook to furnish sufficient copies to Mr. 0 to carry out the Director's instructions. J. After some discussion it was agreed that no pressure should be brought to retain him, however, the Director said he would like to talk with Mr. 0. Mr. Helms under- took to arrange this. Mr. Kirkpatrick: Noted that in several instances certain CIA officers had refused to accept assignments and recommended that in such cases these officers be allowed to resign or be dismissed under the Director's authority (established in section 102, paragraph (c) of the National Security Act of 1947.) The Director approved but stated we should be careful to carry out agreements made with employees, particularly those involving overseas assignments.
