Noted a cable from the Senior Representative 0 respecting the return of and asked if there was any reason why should not return on the date specified. Mr. Helms said there was. (Subsequent to the meeting he explained this matter to the Acting Director. It was then agreed that a cable would be dispatched by Mr. Helms to indicating that an air mail letter would follow setting forth the reason why 0 was unable to return on 23 September.) a. Subsequent to the briefing byl on Indochina, Mr. Wisner strongly recommended that we "put up our warning flags" in order to protect our stake and to prevent, insofar as possible, any flaps which might arise due to the reported deterioration of the situation in this area. b. It was agreed that the Acting Director would get in touch with the Senator and offer a briefing on the intelligence picture, as well as our operational activities in that area, to include selected past operational projects. It was also agreed that the intelli- gence and operational presentations would be made by Messrs. II and respectively. Mr. Kirkpatrick: Raised the question of a briefing for Governor Langlie of Washington. and after some discussion wherein General Cabell pointed out it was incumbent upon CIA to provide briefings for VIP's when requested and on a need-to-know basis, it was agreed such an offer would be made to Governor Langlie. Mr. Amory undertook to follow up in this particular instance I I It was noted that in offering a briefing to uovernor assuming the risk of increasing the number of briefings which might be requested. Mr. Helms: Reported that the Army and Navy Members of the Inter-Agency Priorities Committee (IPC) had requested an increase in their membership by one each. Mr. Helms said at the present time the Service agencies were represented on this Committee by a principal and one alternate. Mr. Kirkpatrick pointed out that due to the constant turnover in Service personnel assigned to Washington, any such increase would substantially add to the number of outside individuals having knowledge of CIA covert operations. Note was also taken of General Smith's request to the LAC that notations should be made in the personnel files of officers partici- pating in the activities of the IPC to the effect that these officers should not be reassigned for a period of time to locations where they might fall into the hands of unfriendly powers.
