Kirkpatrick, Helms, Sheldon and 25X1 a. Referred to a proposed reply to Senator Wiley's letter of 3 July 1953, which had requested the cents of this Agency on a Joint Resolution to strengthen the foreign relations of the U.S. by establishing a commission on governmental use of international telecommunications. After some dim-- cussion it was agreed that since the resolution had been passed, the reply would not be sent. The Director asked Mr. 0 to ensure that Congressional letters are handled expeditiously. (NOTE: This has been done.) 25X1 b. Noted the second and third items in the Log for 3 - 4 August and stated Under Secretary of State Smith had requested: (1) we discontinue any action along the activist line in connection with 25X1 pending further instructions from the Department of State. (2) we keep track of this ship from the intelligence viewpoint. Mr. Helms noted the Navy had already been alerted to this effect. c. Stated he had received a call from General Smith concerning the possible employment by CIA of former Ambassador and noted that while he (DCI) did not know 0 personally, General Smith was impressed with his ability. The Director also noted he under- stood Thad recently been debriefed by CIA and asked Cdr. Sheldon to: (1) check on this; (2) obtain background information on him; (3) discuss with DD/P where 0 might be used to the best advantage -- provided there is a vacancy commensurate with his qualifications. The Director also said that General Smith had indicated if we did not use there was a posdbility he might be used by State. d. Noted a cable to the Senior Representative, concerning Congressman Ford's visit to the Far East, and stated in view of situation he should be allowed more latitude in conversation held with Ford. Mr. Wisner suggested that also be informed of this and the Director approved. Mr. Helms undertook to dispatch the necessary cables. 25X1 25X1 25X1 25X1 25X1 25X1 e. Noted he had glanced through 25X1 and had offered to Mr. Papich to i e this book available to the Director of the FBI. In this connection, the Director asked Mr. Helms to obtain additional copies of the publication from I __j and 25X1 to advise him that in the future where CIA, its employees or former employees, are mentioned in any publications such publications be brought to the attention of Headquarters immediately. The Director indicated he would do this if at all possible. Mr. Wisner also undertook to discuss this briefing with Mr. Sheldon in the event he might wish to have representatives present. Mr. Kirkpatrick: b. Raised the question of a briefing for Senator Knowiand prior to his departure on a trip to the Far East. The Director indicated we should arrange for such a briefing and Mr. Kirkpatrick undertook to follow through on this.
