d. Asked Mr. Sheldon to prepare a round-up on reported unrest in
the Satellite countries. In this connection, the Director noted a State
cable on this subject which apparently was not made available to CIA,
and asked AD/CI to check the over-all problem of dissemination of State
cables to CIA. Mr. Sheldon stated that such action was already underway
and he would have a report and recommendations for the Director _n the
very near future.

reduction and stated that messages of this nature
should be cleared through DD/P and in most instances approved by DCI.

Reported he had discussed the 'Agreed Activitie I Paper" with General
Porter, who indicated he believed if desirable the JIC could be persuae'd
to "drop this problem". General Cabell said he was against any .such
action and recommended that we press this matter through to a clear-ciat
understanding. The Director approved and noted if a solution to this
problem could not be reached it would be referred to the NSC.
Colonel White :
a. Reported that upon looking into requirements for key people
being released by State, due to reduction-in-force, it had been determin==td
that such requirements only came to a total of twenty -- the greater
majority of which are in the lower grades. In connection with over-all
Agency requirements for professionals, Colonel White noted that Personae
had indicated they had on file only 169 requisitions.A DD/A went on to spay
that while he believed Agency requisitions for professional employees were
low, due to the feeling that Personnel could not in a good many instanzea
fill vacancies in this category, he did urge that all such requi?ements
be made a matter of record in the Personnel Office. In connection wii.a
obtaining people from those to be let out at State, the Director said It
was his intention to obtain only a few carefully selected well-qualified
individuals. (NOTE: The establishment of a "Recruiting Office" in
State by CIA was disapproved.)
b. Stated that in a conversation with Mr. Charles Johnson, Executi-re
Officer of PS3, Johnson had requested that CIA pick up five people who
had been on duty with the Jackson Committee and in turn detail them to
the PSB. Colonel White also reported he had discussed payment of Consul ;ants
used by PSB from time to time from Unvouchered Funds, And said he had as';ed
Johnson to "clean these up" by the end of August. After ome c s Q
the Director asked that he be furnished a brief memo a dum on these
problems for discussion at the PSB Luncheon on 17 June.
