PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Wolf, Amory,
Kirkpatrick, Helms, Sheldon and

a. Directed: (1) that no overflights be made for the time being,
without prior
clearance by him; (2) Mr. Helms to furnish D/DCI with a list of plannei
and/or proposed overflights for his perusal and further discussion with
DCI in order to determine which of these flights will be made.
b. Noted a cable
(IN 297+0) respecting phasing-out o all Activities. General
Cabell stated that the contents of this message were not in agreement
with a memorandum just received from Headquarters, USAF, on this subject
and after some discussion undertook to pursue this matter further with
Lieut. General Thomas D. White.
a. Noted a ca indicated that I Iwere still
furnishing supplies and recommended that this information be
brought to the attention of Cabot Lodge. The Director approved. In
Mr. Kirkpatrick:
Gave the Director a copy of Park Armstrong's testimony before the
House Appropriations Committee, in defense of his budget. It was noted

that in view of the numerous remarks by the Committee throughout the
testimony, indicating that a good deal of OIR's work could be performed
by CIA, we might well expect to be asked for comments on assuming
certain OIR functions when we next appeared before the above Committee.
