Stated there appeared to be a real need for the establishment of
procedures to handle future cases
in order that these cases
could be handled as rapidly as possible. Mr. Helms undertook to prepare
such a procedure for the Director's approval.
a. Noted he was having a meeting with Mr. Hickerson of State to
clear the appointment of to Cabot Lodge's staff, since
Lodge has urgently requested assume his.duties at the
earliest possible date.

Mr. Amory:
Raised the question of CIA employing selected officers who are to
be released from OIR-State in view of its reduction-in-force. After
some discussion as to how this matter should be approached, it was
suggested that D/DCI initially discuss this problem with Mr. Armstrong,
taking into consideration the requirements for personnel from the Agency
as a whole.
Asked whether Mr. Kennan should be requested to repeat his briefing
of 21 May to intelligence representatives from the IAC Agencies. The
Director stated this should be held in abeyance for the moment.
Noted a cable from Ambassador Stanton requesting advice as to
