DEPUTIES' MEETING

PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Wolf, Amor~r,
Kirkpatrick, Helms, Sheldon and
a.. R eferred to a cable from the Senior Representative
I respecting an offer of clerical assistance from our Chief
,o Mission to the State Department there and stated he did not believe
we should make a practice of this. The Director said that possibly in
certain instances for a very short period of time there would be no
objection; however, he did not approve our lending clerical personnel
to other agencies for any appreciable length of time. Mr. Helms noted
he would discuss this matter with the Division Chief concerned.
b. Briefly reported on the revision of the agreed activities
paper which the Director has approved, and stated that Mr. Helms would
be the point of contact on this paper between CIA and the Services
Intelligence Agencies.
Mr. Amory:
Noted he had been advised that the Dean of Washington State
University had reported that during the investigation of selected students
from that school for employment with CIA, the following questions had
been asked: (1) whether the applicant was a Democrat or a Republican;
and (2) the attitude of the applicant toward Senator McCarthy. Mr. Wolf
said he knew nothing about this and undertook to determine the facts
in this case immediately.
Mr. Kirkpatrick:
Stated that during the time Admiral Hillenkoetter was Director of
CIA an agreement had been reached with the old McCarren Committee to furnish
that Committee with information on various aliens and a quarterly report
showing the number of Section b cases approved by the DCI. Mr. Kirkpatrick
said that this information furnished by CIA to the Committee on aliens
had always been a source of contention between the Agency and the FBI
and he therefore recommended that these reports be discontinued. The
Director approved but stated that rather than discontinue making this

information available without notification that the Secretary of the
Committee be contacted and advised of our proposed action. The
Director also noted that the Committee could obtain its required
information on aliens from the FBI.
