PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Wolf, Amory,
Kirkpatrick, Helms, Sheldon and

Noted a cable from the Senior Representative
containing an estimate of the situation in Indo-China and after dis-
cussing how this information should be handled it was agreed that:
(1) it would go out in a PD; (2) Mr. Amory would ask ONE and OCI for
their comments.
Noted the second item in the Log for 9 - 10 May, and stated he
assumed that every effort would be made to effect the return of the
General Cabell said, however, we should
not go beyond the point, in attempting to recover this money, that
would endanger the security of this operation.

b. Reported that had planned to call on Cabot Lodge
in the near future to explore with him the posdbility of his joining
Mr. Lodge's staff as an "intelligence support officer"
The Director approved this exploratory conversation.
a. Asked the Director if he had had an opportunity to go over
the' Shopping List Paper". The Director stated he had looked
at it over this past weekend but was still concerned with the amount of
funds we were expending
and insofar as the problem of meeting these
requirements was concerned, the per was sound. However if it was
determined to reduce the number these
requirements would likewise be decreased. After some discussion the
Director noted he would prefer to have this paper presented to him by
a "Committee" of officers who had assisted in drawing it up. (NOTE:

Subsequent to the meeting the paper was returned to Mr. Wisner for his
further comments.)
b. Raised the question of additional funds for air-conditioning
equipment. The Director stated he would not authorize this expenditure
without receiving prior approval from the Appropriations Committees.
The Director then asked DD/A to provide him with a brief memorandum
pointing out the necessity for the additional equipment and setting
forth exactly how and to whom General Smith had spoken in the Congress
regarding our original request to expend funds for this equipment. Mr.
noted that the first request (which was approved) was handled
