PRESENT: Messrs. Dulles, Wisner, Amory, Kirkpatrick, Colonel White,

b. Noted a State Cable from Budapest (Control 1057) respecting
a shortage of wheat flour, vegetable oils, animal fats, butter and
potatoes in that country. The Director stated that possibly we could
make use of this situation and said he would bring the matter before

Colonel White:
.a. Reported that the Bureau of the Budget and the Senate and
House Appropriations Committees had asked for a breakdown of our
supergrades and stated at the present time we have no authority to
go beyond the ceiling ofIimposed by Budget. Colonel White went
on to say that with several actions rmiAhe way to the Director, if
approved, we would reach a total of noting that several of the
remaining 7 had been committed to officers of the Armed Forces
retiring in June of this year.
b. Reported that the book containing answers to the questions
asked by the staff of the Special Sub-Committee of the House Appro-
priations Committee had been examined by D/DCI, Mr. Kirkpatrick and
himself, and certain deletions had been agreed upon. The Director
stated he would accept these deletions without further examination
on his part and undertook to call Congressman Taber requesting that
this document be made available to appropriate staff members of the
Committee on a day-to-day basis, being returned to this Agency each
afternoon for safekeeping. Colonel White recommended it be hand-
carried by Mr. 0 of our Budget Division, who would remain with
the Committee members to answer such questions as necessary. The
Director concurred. (NOTE: Subsequent to the meeting, this pro-
cedure was cleared by the Director with Congressman Taber, and
Colonel White has been notified.)
a. Raised the question of the establishment of a station in
as mentioned at yesterday's Deputies' Meeting, and after
some discussion, wherein Mr. Kirkpatrick noted his nonconcurrence,
it was agreed to bring this matter up at a later date after the IG
has had an opportunity to study the file on this subject.
