PRESENT: Mr. Dulles, General Cabell, Messrs. Wisner, Wolf, Amory,
a. Noted a decision was still pending on what action should be
taken respecting the "McCarthy List". The Director stated he wanted
the opportunity to think this one over a little longer and asked that
it be discussed at the Deputies' Meeting on Monday, 4 May.
Mr. Amory:
a. Reported that in a recent election in British Guiana the
Communists had won 18 out of 24+ seats in the House of Assembly.
b. Raised the question of appropriate DD/P Division Chiefs parti-
cipating in discussions with the Board of National Estimates in the
preparation of estimates pertaining to their areas. The Director
stated that such a procedure would be beneficial to the Board and the
Division Chief concerned, provided that he would act as a non-voting
member of the Board with the privilege of tabling a dissent if
necessary for the consideration of the DCI and/or DDCI. After some
further discussion, Messrs. Wisner and Amory undertook to prepare a
paper on this matter for the approval of the Director.
