Referred to the Army's atrocity release and expressed the opinion that this should have been cleared through the OCB. In this connection, the Director stated he wanted it clearly understood by all concerned that any CIA participant in OCB matters would first clear with him anv decisions involving CIA or US policies. It was noted that CIA had not been advised of the Army's intention to release in its entirety the information concerning Korean atrocities at this time. 25X1 25X1 e, Raised the subject of and noted the thinking of the 2 5X1 OCB -- that CIA should have a supply of these objects on hand notwith- standing the fact that no firm decision had been made on the 2 5X1 program. Referred to cables on PBSUCCESS and was advised by Mr. T,~3isr_er? that he was fallowing this Project. j. Referred to a proposed paper on the turnover of certain of our activities in the Far East to the Department of Defense and stated h.e would prefer to first submit this proposal to the E}CB before requestir~: approval of the Secretary of Defense. Mr. Wisner undertook to follow through on this. k. Asked Colonel White to make the necessary arrangements to officially employ as a Consultant. 1. Approved the postponement of the AD's Meeting to 9 November. Mr. Wisner: a. Noted that the Joint Chiefs of Staff had requested a briefing on CIA on or about 18 November. The Director stated we should take full advantage of this opportunity and noted he would "lead. off", to be followed by DD~P, DD~I and others as appropriate. Mr. Wisner undertai+k to bring the formal request to the Director's attention when received. b. Stated that a report had been received fro 2 5X1 indicating that Foreign Service Officers in his area were most reluctant to be seen with or talk to Iron Curtain representatives unless such contact was made as a result of strictly official business. After satr~ discussion the Director asked Mr. Wisner to prepare a paper on this in order that it might be discussed at the next OCB Meeting. a. The Director asked that letters of appreciation to these people be prepared for his signature. c. Stated that Budget had requested additional information from the DD~P area and the amount we intended to include in our budget for construction. Colonel White said these requests seemed reasonable anr~. recommended that the information be made available. In connection wi%h furnishing written information to the Bureau of the Budget on CIA activities, Colonel ~Thite said agreement had been reached that such information be maintained in a safe to be located in the ClAerea. The Director pointed out that it would be good practice to ensure that the initials of Budget officials seeing this information appear thereon.
