a. Reported he had been informed that Elmer Staats had inc_icated
the OCB was planning to conduct a survey of U.S. radio activitieE ove--
seas, and had decided to bring in "outside Consultants" for thie,
project. The Director said he could not recall any discussion of such
a survey and asked Colonel White to speak tol on this
matter.
b. Reported that Treasury had agreed to our issuing pay check
on 31 December, however, these checks would be dated 1 January 1954,
and therefore, would not be negotiable until that date. Colonel White
said that a notice to this effect would accompany each check.
Reported on the possible defection of a certain individual and
noted that since he was in the U.S. the FBI had the ball on this one.
Noted that the question of intelligence support for the Secret
