problem, and this solution, while not sure-fire, appeared to
be the most workable. (NOTE: It will be recalled at the
Deputies' Meeting on Wednesday, 25 November, the Director
asked that this subject be put on the Agenda for discussion
with during his visit to Headquarters during
the week of 14 December.)

(OUT 53635) concerning Soviet admission into the International
Labor Organization and asked to determine whether
Secretary of Labor Mitchell's statement of 18 November had
been checked prior to dispatch of this message.
c, Asked Mr, Amory to be prepared to brief the Secretary
of State on the exchange of "intelligence information" if thi.;
subject came up for discussion at the Bermuda Conference.
General Cabell suggested that Mr. Amory also have at hand the
DO/
Service Intelligence Agencies' viewpoint on this matter,
undertook to obtain this additional information.
d. Noted a State Cable respecting the sale of gold by
the Russians and asked DD/I to furnish him with reports that
ORR had prepared on this subject.
e, Noted that he had scheduled a meeting tomorrow with
Elmer Staats and others on Indochina and asked Mr, Wisner to
attend this conference in his place.
