PRESENT: Messrs. Dulles, Wisner, Colonel White, Messrs. Kirkpatrick,
Pheldon,
a. Noted a cable in the State Department Summary respecting the
status of the U. S. Military Mission to Guatemala, and stated it would
be a mistake to withdraw this Mission at this time. Mr. Wisner said.
that pursuant to DDCI's instructions he had discussed this matter with
Under Secretary of State Sinith who was in complete agreement with our
recommendations that this activity should remain and, in fact, its
composition should be strengthened by the substitution of a limited
number of officers having real competence and background. (NOTE:
memorandum of DD~P's conversation with General Smith on this sub,iect
has been furnished DCI and DDCI.)

a. Reported that our briefing for the JCS was now firm for 2:00 ;~.r:,.
on 25 November. The Director noted he would be at the OCB Meeting at
that time, and asked if this briefing could be started at 2:30 p.m.
The Director said if this was impossible General Cabell would ha~~-e to
"kick it off" and he would join the briefing as soon after t'r~e OCB
Meeting as possible. (NOTE: Subsequent to the Meeting it was d~eided
not to change the time of the briefing.)
b. Reported that General Erskine had been designated as the point
of contact in the Office of the Secretary of Defense for intelligence
matters of interest to the Department of Defense ~.nd in pl~rticuls.r items
dealing with NSC 102 and 105, and NSCID 9. said this mit
present a problem if General Erskine and his staff decided to go direct
to the various components of this Agency rather than to a designated
point of contact, noting that such a point of contact had been established
for the other members of the intelligence community. The Director states:
there was no reason why the Office of Special Operations, Office of the
Secretary of Defense, should not use this channel and asked that he be
furnished a copy of the Directive outlining the duties of Genera ErskinE`s
office. This has been done.

Noted that the Senate and House Appropriations Committees had
requested the Bureau of the $udget for all information pertainin?~
to the transfer of funds from one Government agency to another,
After some discussion it was agreed that such reports pertaining to
CIA funds would be furnished only those members of these Committees
who were present at our budget hearings. Colonel White undertook to
pass this along to Mr. Macy.
Mr. Kirkpatrick:
Reported that Thruston Morton had agreed in their 2 5X1
(State's) notification to the field of impending visits by individtaal
Members of Congress and~or Congressional Committees.

and recommended that in view of the sensitive source of the information
contained therein future distribution of cables from this source to the
Administration Building be one copy only to the Executive Assistant to
the Director who would bring it to the attention of the DCI, DDC' and
DD~F.
