Kirkpatrick, 25X1 Sheldon and Mr. Dulles: b. Noted that David Rockefeller was planning to go to Holland to attend a meeting with Prince Bernhard, C. D. Jackson and others, including Dr. Joseph Retinger, and stated in view of Retinger's background and interest in this meeting its outcome would bear watching. Noted a cable from the Senior Representative, (IN 48954) and was advised by Mr. Sheldon that the information contained therein had been furnished the Department of State. The Director asked that a reply be drafted for his release 25X1 (NOTE: A copy of this cable has been released to 25X1 and AD/CI.) General Cabell: a. Reported the CIA Career Service Board has recommended b. Noted the agenda for todayts State/JCS Meeting. and possible assistance; however, he would prefer to postpone decision on this matter until such time as wP havP rpNpiu 1 c. Noted that the CIA Honor Awards Board had recommended the following medals be awarded by the Director for outstanding contributions to the intelligence effort: Distinguished Intelli- gence Cross, Distinguished Intelligence Medal, Intelligence Star and Intelligence Medal of Merit. General Cabell said these proposed medals are patterned after the DSC, DSM, Silver Star and Bronze Star. In connection with the National Security Medal, General Cabell also noted consideration was being given to recommending an additional medal to be awarded by the President for outstanding acts of valor in tie intelligence field. The Director said he was sympathetic to this but would prefer to hold in abeyance his decision for the time being. Referred to the rumor that the Soviets were shipping A-bombs in boxes to Guatemda, and asked if such a thing is possible. Mr. Amory noted that the odds were 999 to 1 against success. Mr. Amory: Reported that General Cutler had raised the question of the Director meeting with Admiral Radford in connection with net estimates. Mr. Amory said he had advised General Cutler he was not aware of any request from Admiral Radford for a second meeting on this subject. The Director said this was correct and that the onus was on Admiral Radford to call such a meeting. Mr. Kirkpatrick: 25X1 b.
