Noted that the Department of State had asked for CIA's concurrence from an intelligence viewpoint on a proposed cable to various US Embassies soliciting their comments on East-4iest exchanges as a result of Geneva and asked DD/I to read our reply (which in effect concurs that such a message be sent, After some discussion this reply was concurred in by those present raised the point as to whether we cou~d quote the intelligence community as concurring, and Mr. Amory indicated that this could be done and documented. In this connection Mr. Amory recommended that the exchange of correspan- dence between State and CIA on this matter be circulated to the members of the IAC. the Acting Director approved, ACTIQN: DD/I. b: Referred to a recent case in which a Chief of Station had fired one of his subordinates and returned him to head- quarters where as a result of a difference of opinion in this individual*s division he had been put on six months' probation. Subsequent to this action this man was placed before an Employment Review Board which General Cabell said could do no mcae than back up the decision to place him on probation. General Cabell pointed out that in discussing this case with the Members of the Board and the man*s division chief it hard been determined. that he could in alt probability only perform creditably in oz~e particular job and that in a restricted area. General Cabell said that his purpose in bringing this case to the attention of those present was to make clear that Boards would not be used to adjudicate differences of opinion. 25X1 c, Referred to a recent serious security breach in 0 25X1 wherein one of our officers left his luggage and a briefcase containing classified cables, dispatches, and other documents concerning a covert project in the custody of a hotel employee and upon returning found his luggage but the briefcase missin General Cabell said he had discussed this matter with Mr, ~ 25X1 who in turn together with Security had drafted an appropriate memo on this matter to be sent to all field stations at home an:~ Approved For Release 2002/08,/21 : CIA-RDP80B01676R002300180001-9 Approved For Release 2002/08/21 :CIA-RDP80B01676R002300180001-9 f ~ll~ ~~ ..,` abroad directing that security practices be reviewed and furs?sez insuring all personnel are following regulations particular:l with respect to the physical handling of classified material ~h~n it is moved from outside its normal office areas. General Ca}yell remarked that in his opinion this memo should be dispatched over the signature of the deputies concerned. This was agreed. to an r, copies were furnished those present.. Mr, Y.irkpatrick suggested that a paragraph be added pointing out that the locked trunk taf an automobile is no safe place to leave classified material s nee in a recent instance this had been done the car stolen and material reported missing. General Cabell approved. d. esent of the periodic briefings con- ducted by of newly assigned officers to the intelligen the Armed Services and noted that these briefings had been going extremel well. It was agreed that this would be done and General Cabell indicated his intention of attending, b, Referred to a memo sent to him and DD/I from Stan Grnga~t respecting press interest in the alleged reduction of the Soviet Military Budget and asked what CIA policy should be i~a responding to inquiries received on this matter from members of the aress~ After some discussion it was agreed these people would be referred to the Department of State since it has already taken actzon in commenting on this subject. ACTION: DD/I. btr, Amory suggested we might wish to inform certain members of the :press teat CIA in general agreed with the information put out by State. c, Referred to roposal respecting loosening restrictions vn trade w i and noted that the Dir~.ctox had generally indicated his approval from. an intelligence viewpoint, Mr, Wisner said he intended to discuss this further with Livingston Merchant in the Department of State. Mr* Amory: a. 8eferred to a proposal by Nelson Kockefeller respecting chairmanshi of the OCB and 1~1r. Eisner noted that the DCI and are working on this problem b.
