and noted that in a recent telephone conversa~ an a ween eneral
Donovan and Mr, Houston, Gen, Donovan had indicated that General
Erskine was in favor of this project, The Director said that the
OCB had taken a rather dim view of it and further that CIA is
already doing some of the things recommended therein. The Director
commented it appeared to him that this was a military rather than
an intelligence project, and upon being advised by Mr. Sh`isner that
of Gen. Erskinets office was coming in to see hi~a ~tix~
as to r. 'isner to take up this matter with ~ The Di~ 25X1
said DD/P might advise ~~ we assumed the proposal in question
would be placed before 'the JCS and CIA would develop covert annexes
when necessary and as required.
