Present: Mr. Dulles, General Cabell, Mr. Helms, Mr. Karamessines,
Mr. Kirkpatrick, Colonel White, Mr. Bissell, Mr. Sheldon,

b. Noted that Mr. Foy Kohler, Deputy Assistant Secretary,
European Affairs, Department of State, had sent him a copy of a repcrt
of an Ad Hoc Committee which had met on a crash basis to consider
possible courses of action in Berlin. Kohler had suggested that we
might wish to have a representative present in any future meetings of
the Ad Hoc Committee. DCI gave the paper to Mr. Helms and asked him
to talk to Kohler and advise him who our representative would be. It,
was generally agreed that the CIA representative would be either Jim.

Critchfield or and it was also agreed that we should
give a good deal of consideration to 25X1
during the next six months in support of the Western position on the
Berlin problem.
c. Commented that he had heard nothing from Director of the
Bureau of the Budget Stans since their meeting a few days ago and
that he did not plan to take any steps to contact Mr. Stans at the
present time. Colonel White agreed that this was proper and expressed
the view that Mr. Stans would contact the DCI during the following
week.

e. Referred to a memorandum from Mr. Kirkpatrick outlining; the
plans of the IG Staff for future survey activities which included
inspections of the DCI, DD/P, and SA/PD/DCI offices.

the DD/P and SA/PD offices. At this juncture Colonel white commented
that it would be helpful to the DD/S if the IG reports could be so
organized that administrative and/or support aspects of these re-ports
could be extracted and made available to the DD/S at or about the time
that the report was furnished to the operational component concerned.
Mr. Kirkpatrick undertook to arrange to do this and said that he would
submit the extracted report to the DD/S through the unit concerned.
f. Referred to recent articles in the New York Times by Cy
Sulzberger concerning frictions and difficulties Fanfani is facia
within his government. He asked Mr. Helms to obtain
comments on these articles. 25X1
g. Referred to a letter he had received from the Industrial War
College asking him to preface an anti-Communist film
filmed introduction. He noted that Colonel Grogan, Matt Baird, a dute
several others had reviewed this production and stated that it
deficient in several respects. After some discussion, was 25X1
asked to request Matt Maird to convey the DCI's regrets to the Com-
mandant of the Industrial College that the DCI did not feel he could
introduce this particular film.
h. Commented that he had talked to the Secretary of State con-
cerning the Cuban situation which the DCI views with grave concern.
He informed cretary that he had serious reservations concerning 25X1
the present Ambassador in Cuba but, on the other
hand) both recognized in the discussion that if the U. S. Ambassador
were withdrawn at the present time, there was no doubt that the whole
situation would rapidly become worse. He requested Mr. Sheldon to
locate for him all recent telegrams from the Ambassador in Cuba as he
would like to review them.

a. Suggested that some time in the near future we arrange to
have General Willems, the new ACSI of the Army, come over for a
luncheon and a briefing on our activities. This was agreed upon anc
General Cabell undertook to call General Willems personally. There
was some discussion as to whether or not General Quinn should be
included in this luncheon and briefing, but it was generally agreed
that it might be appropriate to invite General Quinn over separately
for a similar program.
b. Requested and received DCI's approval to have
return to Headquarters for about one week TDY.
Referred to a letter recently received from. Gordon Gray on which
he felt Dr. Scoville's recommendation should be obtained. DCI agreed
and Mr. Bissell undertook to cantact Dr. Scoville on the matter.
