PRESENT: Mr. Dulles, General Cabell, Col. White, Gen. Truscott,
Messrs. Helms, Sheldon, Bissell, Kirkpatrick, Karar_aessine
Stated for some time he had felt that the method of implementing
the 1290-d Program should be changed. He said in particular he had
reached the conclusion that the type of training now being provided by CIA
to the constabularies of the several foreign nations should be changed.
In the meantime the Director indicated his intention of touching on this
new proposed procedure during his annual operational briefing for the NSC
some time in December and asked Mr. Helms to revise the notes for this
briefing accordingly. ACTION: DD/P.
