a) Stated in view of the events that occurred on 13 May in Caracas,
T\ln-rt-.'h Africa and Lebanon, he felt that some soul-searching was necessary on
R3r.
Wisner agreed but pointed out that an analysis of the record would show that
while we had not forecast these events as they actually happened, we had
disseminated considerable information on each of them to includeitems in the
CIB. The Director then said he would like to go over the events in each of the
above-cited areas:
1) Ask DD/P to prepare a complete record of the briefings
given to the Vice President prior to his departure and during his
trip to South America I I will ask Security for a similar
report.)

while to put out an estimate of the situation in Latin America.

7. Asked to see a copy of the memorandum prepared for
Mr. Herter as a result of

8. Asked to see what the Communists are saying about
the Caracas riots. ACTION: DD/I.
1) Mr. Amory suggested that the Watch Committee consider
the possibility of the Algerian/French Army attacking Tunis. A.f-'er
some discussion in which General Cabell pointed out that in his
opinion this did not come within the Watch Committee's Charter
it was agreed that he would pose the following question to the
Committee at its meeting today: "If Massu attacks Tunis what
will be the reaction of the USSR and the UA.R ? "
3) Asked that tems over a period of about a month that have
been n the CIB on Venezuela, Algeria and Lebanon
be pulled out and furnished him. ACTION: AD/CI.
4) Referred to the riots in Caracas, Paris, Algeria, Lebanon
and anti-American statements in Burma (all of which occurred
on 13 May) and stated while all of these could not be considered as
Communist inspired they did seem to fall into a pattern and asked
whether it might be possible that the Communists in fact were
pulling the strings. Mr. Sheldon noted that OCI is alreadv working
on this.

Mr. Lloyd:
Noted that we had received the IA.C Agencies budget figures and some
had submitted Fiscal '58 while others had provided figures for '59. It was
agreed that '58 would be the year since these figures have already been defended
by the Intelligence Chiefs. ACTION: Acting DD/S and o 25X1
obtain the 1958 figures and prepare a proposed letter for DCI's signature to the
Cannon Committee.
Mr. Kirkpatrick:
a) Stated that he had looked into the report mentioning that CIA. has a
file on the case as contained in a report by a Sub-
Committee of the Senate Judiciary Committee and reported that his investiga--
tion did not reveal that we had made available to any Committee of Congress
information in our file on this case. recalled that the Director had 25X1
furnished a blind copy of a message o the Secretary of State. 25X1
ACTION: IG to prepare a blind memorandum for DCI's signature to Mr. .er-er.
b) Reported that articles on CIA. are now under preparation by Don
Whitehead and John Scall
