Raised the question of giving wide play at home and abroad of Sukarno~s
recent speech wherein he stated that Capitalism is on the way out and will be
replaced by Socialism. Mr. Wisner said that it appeared to him there is a
good deal of confusion in the public mind as to the status of Communist
strength in Indonesia and in a great many instances it is generally believed
that Communism is on the wane and/or can be readily controlled by Sukarno

Noted he had discussed with representatives of ODM the question of CIA.
providing for some protective construction in our new building and had found
out while no policy exists at the present time as to whether all new construction
should provide for fallout protection, he had been advised that in all probability
a government-wide policy to do this would be established in about six months.
He said, therefore, on balance he recommended that we go ahead with an
additional expenditure of to strengthen the foundations of the new 25X1
building in order to meet insofar as possible the requirement for protective
construction at this time. Mr. Lloyd remarked an additional would 25X1
be needed to furnish all-out protection for employees and would 25X1
have to be obtained at a later date in all probability from funds to be allotted under
a separate government-wide program. The Director approved thel xaen- 25X1
diture mentioned above, noting we would have to accept a two weeks' delay in
beginning construction.
