SUBJECT: Senior Staff Meeting, 23 September 1963

25X1 3. Mr. Thomas Karamessines introduced
just returned from ho will be Deputy Chief of the
Covert Action Staff. Following this alked on the current
situation in the field of disarmament. He said that the Soviets probably
wanted a disarmament agreement for one or more of the following
reasons:
a. It is simply in their national interest since they
do not wish to see nuclear weapons proliferate.
b. The new Sino-Soviet relationship.
c. The internal power struggle based on different
concepts of the economy, etc.
then said that there are other small steps that might
follow such as a non-agression pact, an agreement on observation posts,
etc. He said he believed it was unlikely that the US Government would
again reach such an important agreement on a tri-partie basis leaving
out most of our allies. Another question is whether or not the US
Government should try to progress by small steps or attempt larger
or more dramatic steps.

Exercise After the explanation Mr. Kirkpatrick mentioned
that it was important that no one picks up I traffic and acts on
the assumption that he has seen the real thing. General Carter men-
tioned that trusted agents are basically for the purpose of making certain
that those participating in the Exercise do not originate foolish or dan-
gerous actions.

5. described how the US Government Police
Assistance Programs had been consolidated in AID. He mentioned
the impetus the White House is putting behind this activity and des-
cribed in some detail the efforts here and abroad. He mentioned that
the Police Assistance Program of AID is autonomous as it has its own
personnel policy, procurement policy, etc. He also mentioned that

said that in his opinion the Police Programs were more important
than the Military Assistance Program. He commended
for doing a good job.
6. Mr. Kirkpatrick mentioned the matter of personnel security.
He mentioned the great concern of the DCI for our security and said
that while we all undoubtedly enjoyed reading about the Profumo case
we should more probably consider it in the light of "there but by the
grace of God go we". Mr. Kirkpatrick mentioned the necessity for
compartmentation and particularly that we do not discuss sensitive
information with friends who no longer have a need to know. He also
mentioned that several of the recent security cases in other US Govern-
ment agencies could probably have been negated or discovered sooner
if their supervisors had known more about the personality and way of
life of their subordinates. In this regard it is important that junior
employees know where to turn for help.
