Item 1 -- Dispersal of Nuclear Weapons
SECRET
a. Discussed the further dispersal of nuclear weapons to
non-U.S. forces in NATO.
b. Agreed that one paper, including the joint State-Defense
recommendation and the AEC reservation, be available
for the President within a week.

c. Agreed that the President should not be asked to decide
this issue until after his forthcoming conversations with
General Norstad in Washington.
Item 2 -- U.S.-Belgian Section 144-b Agreement
a. Discussed the status of a recommendation to the President
that he authorize signature of a 111--b Agreement with
Belgium.
b. Noted that the Chairman of the AEC would clarify the
position of the Commission, which he understood to be
in support of signing the %greement, but reserving on
certain actions to be taken in implementing it.
Item 3 -- U.S. Military Sales to France
a. Discussed the status of current negotiations with the
French with respect to French purchases of U.S. military
equipment.
b. Noted the difficulties of increasing French purchases
of U.S. arms in order to improve the U.S. balance of
payments situation, while at the same time, carrying
out the cisting policy of not contributing to the develop-
ment of a French nuclear capability.
