During this conversation the Director again raised the question of a Senate CIA Budget Hearing, and commented that he had spoken to Senator Hayden about this and urged hire to set up a time for such a briefing. The Director noted as of now no date has been set. Senator Saltonstall suggested that the Director i-." also wi r-ta call Senators Russell and Chavez. The Director replied that we had always handled these briefings with either Saltonstall or Hayden. Senator Saltonstall promised to get in touch with Senator Hayden today and advise the Director of the outcome of his conversation. a. Stated he had been considering proposing to the President that during Kozlov's visit to the U. S. for the purpose of opening the Soviet Trade Fair exhibition in New York, the President offer Kozlov an opportunity to visit any place or places he might desire to see, including Cape Canaveral, the Atomic Energy installation in Oakridge, Tennessee, Vandenberg Air Force Base, Strategic Air Command Head- quarters in Omaha, Continental Air Defense Command, etc., provided the Soviets would reciprocate during Vice President Nixon's visit to the USSR. It was the Director's thought that should this be worked out, the number of people to accompany Kozlov would be limited to "two or three." Those present agreed this was an excellent idea (1) from the propaganda standpoint, and (2) possibility of what additional information we might be able to learn about Soviet activities in the atomic energy and missile field. Action: DDCI to raise this for discussion at the USIB meeting on 30 June if the DCI is unable to attend. Asked DD/P to obtain the copy of a speech made by Sihanouk in Paris on Thailand. The Director said it had been reported to him at the Quantico Conference what Sihanouk had to say was interesting and apparently he had made this talk in public and before a group of students in France. c, Referred to the recent spate of defectors and commented he was considering briefing the NSC at its meeting on Z July. Mr. Barnes noted that DD/P already had in preparation briefing notes on this matter for the Director's use for his meeting with the Joint Chiefs of Staff on Wednesday, 1 July, and in all probability this material could be used should the Director desire to discuss the subject at NSC, d. Noted at the Quantico Conference during Douglas Dillon's briefing he had mentioned the situation in Afghanistan was rapidly deteriorating and in his (Dillon) opinion this was one of the world's worst trouble spots.
