CIVILIAN FAVORED FOR CIA POST
The head of Central Intelligence Authority, in the opinion of
William J. Donovan, wartime major general and director of the Office
of Strategic Services, should be a civilian.
He intends no reflection on the record of Admiral Roscoe H.
Hillenkoetter, present head of CIA, which co-ordinates this country's
intelligence program, General Donovan was careful to say. No mili-
tary mind, however, can adequately gauge the breadth of subversive
aims currently pursued by Soviet Russian civilian agen#,es through-
out the democratic world, he said.
General Donovan was here last night to help organize a Baltimore
chapter of Veterans of Strategic Services, of which he is permanent
honorary national president. Some 45 former members of OSS meeting
in the Association of Commerce Building, heard him speak.
"POSITIVE ACTION" NEEDED
Furthermore, General Donovan declared, many military leaders
with whom he has talked also favor civilian control for CIA.
He said that V.S.S. had no intention whatever of rivaling CIA,
but rather of ultimately strengthening it. At this very moment, how-
ever, he said there was need of "more positive action" on the part of
CIA in some fields, particularly, concerning the European Recovery
Program.
General Donovan cited the work of a native Baltimorean, and war-
time OSS official, David K. E. Bruce, as head of E.R.P. for France,
and warned of open declarations by NKVD, the Ccminform and other
Casnnunist agencies of their intent to defeat the work of E.R.P. by
any means available.
"CUT ITS OVN THROAT"
"OSS out its own throat", General Donovan said, referring to its
dissolution in September, 1945, as "perhaps the first time in this
country's history when a Government agency voluntarily liquidated
itself."
