MEMORANDUM FOR THE FILES 26 April 1954 X1 X1 I saw at 3.45 P. M., 26 April 1954. He expressed appreciation at the action of the Employment Review Board. I told him that I wanted to talk with him, that I had been glad to confirm and approve the Review Board findings and I wanted him to continue on his work without mental reservations or feeling that we had any doubt about him. I showed him the draft letter attached to this memorandum, which had been prepared for my signature, to bring certain points to his attention. I felt that this could better be done orally than by letter. I asked him to read the draft letter. which he did. I made it clear that I expected all our employees to refrain from action which would involve them in political issues. I said that there was no Ithought censorship, or anything of that sort but that the work of this Agency was particularly sensitive and its officials had to be careful in their deportment, conduct, and conversation. I also stated that the question of foreign wives of our key employees had presented some problem. I had avoided and hoped to avoid any hard and fast rules on the subject but I rather hoped that his wife would give the matter full consideration and if she should decide to become an American citizen of her own free will, that that would meet this phase of the problem. I said I was not putting any pressure on him and I knew that his wife would reach her own conclusions.
