Approved For Release 2009/09/29: CIA-RDP80B01676R002700020024-7 20 July 1960 MEMORANDUM FOR THE RECORD SUBJECT: Resume of OCB Luncheon Meeting, 20 July 1960 PRESENT: Mr. Allen, Mr. Dulles, Mr. Gray, Mr. Irwin, Mr. McCone, Mr. Merchant, Mr. Saccio, Mr. Smith 1. Latin American Youth Congress At Mr. Gray's request, the DCI gave a brief report on the Latin American Youth Congress, scheduled to open in Cuba on the twenty-sixth of July. 2. Briefing of Candidates Mr. Allen and Mr. Dulles discussed certain aspects of the intelligence briefing of Presidential candidates. 3. Congo Mr. Gray suggested that the State Department should give consideration to using the mechanism of the OCB to coordinate inter-agency actions in connection with the Congo. He cited the successful use of this machinery in the case of Indochina. Mr. Merchant said that he would consider the problem carefully and determine to what extent the OCB could be of assistance to him in his ad hoc capacity as coordinator of U. S. activities vis-a-vis the Congo. Mr. Allen asked that he be kept informed on what the U. S. is doing, and is planning to do, in this area so that USIA can render adequate support. A comment was made that the U. Cuba Mr. Dulles told the Board about the "invasion" of Swan Island by a group of Hondurans. He also noted that, despite the sizeable He also commented on the anti-Castro demonstrations which took place last Sunday in connection with religious services. The Board noted that the OAS is expected to take up the Cuban protest against the U. S. by August fifteenth, and the fact that Canada is reluctant to cooperate in actions taken against the Cuban government. 5. Powers Case The Board noted that the OCB committee on Soviet problems, headed by Mr. McSweeny, has been considering various aspects of the Powers case and will be prepared to report to the Board. Mr. Merchant stated that Mr. Bohlen would attend a luncheon meeting in the near future.
