Health of General Norstad The Group discussed briefly the illness of General Norstad. There was some speculation as to whether it would be necessary for a successor to be appointed for any length of time, or whether his illness was of a relatively minor and transitory nature. The DCI pointed out that the Acting Supreme Commander under such circum- stances would be General Norstad's second-in-command, a British officer. 2. Project Comet It was reported that Dr. Keith Glennan., of NASA, has let it be known that this project, which contemplated joint U.S. -Soviet activity in the meteorological field, will be cancelled. 3. U-2 Airplane There was a long discussion as to the actual situation with respect to all of the U-2 airplanes around the world. It was noted that NASA had originally announced the grounding of all these aircraft because of "oxygen trouble" and that it was now necessary to get them out from under this restriction. Among these were: Are any of the U-2's now flying? What is the command structure in each case, i. e. who actually controls them and gives the orders? Where are they deployed? What are future plans for them? 4. Paper on PNG's Mr. Harr referred to a paper which had been prepared as background information in connection with the Summit Conference, having to do with the circumstances surrounding the declaring persona non grata of a number of bloc officials. He cautioned that the information in this paper is not intended to be released to the public in any way at this time. 5. Khrushchev The Board then turned to a consideration of what might be done to exploit the recent behavior of Mr. Khrushchev. Among the ideas discussed was a suggestion by Mr. Dulles that the U.S. position on freedom of the skies should be presented to the United Nations as soon as possible, so as to table it before Khrushchev can counter with a protest about U.S. actions. He said that it should be possible in the presentation of the U.S. case to weave in a great deal of damaging exposition about the unprecedented behavior of the Soviet leader. 6. Return of the President The Board discussed the plans for a welcome home to President Eisenhower, who is now scheduled to arrive in Washington Friday afternoon. It was noted that this is something of a unique occasion and that it is in the interest of the U.S. to demonstrate its full support of the President. On the other hand, caution must be exercised in directing Government employees to turn out, so as to avoid any unfortunate comparisons with the way these things are handled in non-democratic countries. The members perceived no difficulty in handling this situation. 7. ICA Programs Mr. Ridclleberger explained to the Board some of the difficulties ICA experiences in getting its programs through both houses of Congress.
