Political Situation in Various Countries The Board discussed the recent events in Korea, and attempted to identify other countries where somewhat similar basic conditions exist. Among those mentioned were Turkey, Laos, Vietnam and possibly Iran. The special conditions obtaining in Taiwan, the Dominican Republic and Lebanon were also noted. Mr. Hare said that the Department had the situation in each of these countries under review. 2. West Point Cadets Mr. Gray reported on a conference he had had with a number of cadets from West Point who were in Washington recently in connection with political science studies at the Academy. He had been impressed by their knowledge of governmental organization, particularly that of the OCB. He cited in this connection a question raised by one of the cadets as to how departments and agencies which are responsible for carrying out certain programs can make objective evaluations of progress. He said that this struck him as a searching question, to which the OCB might well give some thought. 3. Review of NATO Mr. Gray then said that Mr. Robert Bowie had been asked by the State Department to make a review of the accomplishments of 7 in Part - Sanitized Copy Approved for Release 2014/04/09: CIA-RDP80B01676R002700020039-1 50X1 Declassified in Declassified Part - Sanitized Copy Approved for Release 2014/04/09 : CIA-RDP80B01676R002700020039-1 (1 NATO over the past ten years, with the idea of summarizing his findings in an article for FOREIGN AFFAIRS. There was some discussion of the propriety and potential usefulness of this particular undertaking. Mr. Gray alluded to the additional hearings that are scheduled by Senator Jackson's committee, on the problem of retaining first- class people in the Government, particularly in view of conflict-of- interest considerations. 4. Greece Mr. Harr then referred to what he termed a failure of U.S. policy toward Greece. He maintained that NSC and OCB papers indicate a series of military force goals which are clearly recognized to be impossible of achievement but which have been retained in order to keep more prosperous countries in line. Some issue was taken with Mr. Harr's basic hypothesis. 5. Visit of Air Marshal Vershinin The Board discussed the impending visit of Air Marshal Vershinin, who has been invited to the U.S. as reciprocation for General Twining's trip to the Soviet Union. It was noted that his party, which will consist of six ranking generals and three or four other military personnel, will be arriving on the 14th of May. A comprehensive tour is planned, including visits to such places as Norfolk, Cape Canaveral, San Diego, Los Angeles, the Air Force Academy, etc. A suggestion was made that those in charge of arrangements be sure to have a 707 available for the Air Marshal's travel, despite the fact that the President's official 707's will be out of the country at that time. It was also recognized that a problem will exist as to the best method of handling the press, but it was generally agreed that the question of whether special efforts should be made to protect or shield him from the press would be pretty much up to him.
