SUBJECT: Resume of OCB Luncheon Meeting, 8 July 1959
PRESENT: Mr. Allen, Mr. Dulles, Mr. Gray, Mr. Irwin,
Mr. McCone, Mr. Murphy, Mr. Saccio, Mr. Scribner,
Mr. Smith
1. Report on Geneva Negotiations
Mr. McCone gave the Board an overall report on develop-
ments in connection with the Geneva conference on nuclear test
inspections. He said that he and the Congressional observers
had returned to Washington in order to reassess the extent of
progress, if any, and to try to determine where the negotiations
might be leading. He indicated that he might ask for a recess.
Mr. McCone added that Mr. Holifield had tried to pin down
the leader of the Russian delegation, Tsarapkin, as to how many
inspections the Soviets were prepared to allow on their soil. The
latter stated that they were thinking in terms smaller than 15 per
year. Mr. McCone concluded from this and from the general tone
of the meetings and the lack of results to date that the negotiations
are leading nowhere. He also pointed out that Dr. Killian had
evidently decided not to review the U. S. position on nuclear testing,
in his recent speech to the Press Club.
2. Space Exploration
The Board then turned to a discussion of the relative progress
of the Soviets and the U. S. in putting a man into space. It was noted
that Dr. Kistiakowsky has expressed the opinion that the Soviets are
well ahead in this field and will probably achieve the desired result
at an earlier date than we. In answer to a question, Mr. Dulles

said that the intelligence information available to us indicates
that the percentage of missile failures is probably less in the
Soviet program than in ours.
Assistant Secretary Rubottom joined the group and gave a
half hour talk on the Cuban situation. As a corollary to this, the
Board discussed the situation of Major Pedro Luis Diaz Lanz, the
recently resigned chief of the Cuban Air Force, with particular
reference to certain difficulties with Immigration and Naturalization.
It was noted that he is now scheduled to appear before the Eastland
Committee in the Senate and has been granted the status of a
resident alien.
