MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 3 June 1959
PRESENT: Mr. Allen, Mr. Dulles, Mr. Gates, Mr. Gray,
Mr. Harr, Mr. McCone, Mr. Murphy, Mr. Riddleberger,
Mr. Scribner, Mr. Smith
1. Olympic Dis-accreditation of Chinese Nationalists
The recent action of Avery Brundage in declaring that the
Chinese Nationalists will no longer be permitted to represent China
in the Olympic games was discussed. It was pointed out that the
representatives of the Chinese Communists had been permitted to
attend a meeting of the Olympic committee on the stipulation that
their presence would be on a strictly non-political basis. In spite
of this, Mr. Brundage took a decision that the Nationalists could
not represent China, which was of course basically a political matter.
It was agreed that things of this sort should be watched more closely
by the OCB or other responsible arms of the Executive branch, but
there was no clear agreement as to how this might be done.
Mention was also made of a resolution proposed by Representative
Dorn, which takes a strong position against Red Chinese participation.
2. Freedom Foundation
The memo from the DCI reporting on the meeting of 2 June at
the White House, to discuss the various bills pending in Congress
on the above subject was discussed in general. The Executive Officer
undertook to prepare a minute reflecting the views of all members
of the Board as expressed during this discussion.
3. Road in Yemen
A brief explanation of a proposed project for road building in

Yemen was presented to the Board, and the State Department
agreed to discuss the matter with Ambassador Hare and to report
further at next week's meeting.
4. Neutralist Conference
The consultations among Tito, Nasser and others, in the
framework of a neutralist bloc, were mentioned briefly. It was the
opinion of the Board that in the light of subsequent events this
particular issue was no longer a live one.
5. Burma Road
The next subject was the request from the Burma government
for support for a road building program in that country. The consensus
of the group was that the estimated figures were probably too low to
accomplish the objectives and that further refinement of cost figures
would be necessary before a firm decision could be made at any level
of the government. In this connection it was pointed out that Ambassador
McConaughy had asked for assurance of support in principle before
he returns to his post, but doubt was expressed whether a useful
examination of figures could be made in time.
The DCI expressed his feeling that in principle this kind of
activity would be particularly helpful at this time, in view of the
desirability of extending tangible aid to the Ne Win government.
However, neither he nor any other member was prepared to support
the specific project at this time, in view of the feeling that the cost
figures might be unrealistic.
6. Singapore Elections
The results of the legislative assembly elections of 30 May in
Singapore were reviewed. It was decided that a report should be
requested from U.S. representatives in Singapore and that consideration
might be given to having the working group review future actions in
the light of such a report.
