5. Anniversary of Berlin Riots
Mr. Allen referred to the upcoming anniversary on June 17
and said that USIA was to make no mention of the anniversary in any
of its programs in view of the European situation and related policy.
Mr. Murphy noted that USIA had deleted references to the riots in
reporting of Ambassador Cumming's recent speech.
6. Cyprus
Gordon Gray stated that the Planning Board was to prepare a
policy paper on Cyprus but would await the NIE due in August. He
wondered whether the reported request for US military aid would
affect this or could the question of arms be handled separately from
the policy considerations. Mr. Scribner thought not.
Mr. Gates reported that Defense and State have had preliminary
discussions on military aid and that State is not very happy at the
prospect of granting it. Both agreed that the Turks and Greeks could
transfer equipment to the Cypriots. The Consular General has not
received a formal request yet for such military aid but advises that
he expects to receive the request soon.
7. Harland Cleveland Testimony
Mr. Cleveland in testifying recently before the Senate Foreign
Relations Committee referred to the fact that there were seventeen
U.S. and U. N. agencies or foundations with representatives in Indonesia.
He pointed out that in this case as well as in the cases of other under-
developed countries the presence of so many organizations places a
great administrative burden on the poor host country by just having to
deal with and meet the requirements of such organizations even though
they are there to aid in the development of the country.
8. U.S. Military Aid to Ethiopia
Discussed Ambassador Bliss' comments on our military aid
program to Ethiopia.
