Declassified and Approved For Release 2012/10/23: CIA-RDP80B01676R002700030037-2 ti'~' 18 March 1959 MEMORANDUM FOR THE RECORD SUBJECT: Resume of OCB Luncheon Meeting, 18 March 1959 PRESENT: Mr. Allen, Mr. Dulles, Mr. S`accio, Mr. Gray, Mr. Harr, Mr. McCone, Mr. Murphy, Mr. Quarles, Mr. Scribner 1. "Champions of Liberty" Commemorative Stamps The Board discussed at considerable length a number of possible choices for individuals to be honored in the "Champions of Liberty" commemmorative stamp series. Discussion centered particularly on Ernst Reuter, late mayor of West Berlin. A number of members of the group felt that Reuter would be an admirable choice at any time but that he might be a particularly good one during this period of tension over the Berlin situation. It was agreed that the USIA representative on the panel considering individuals to be so honored would submit Reuter's name, but that if there was determined opposition from other sources, he should not insist to the bitter end. 2. Deployment of Redstone Missile Group Mr. Quarles commented briefly on the deployment to Wes-,r Ge y of an additional Redstone missile grouptu.c~L /trt cAA" ~ 3. Photographs of Hiroshimh and Nagasaki Bombs The discussion of 4 March, having to do with the display of'models of the bombs dropped over Hiroshima and Nagasaki was continued to include the possibility of releasing photographs, as had been suggested by Representative Porter. Mr. McCone stated that the AEC is not in possession of photographs of these weapons and that while some undoubtedly exist they are by now entirely in the public domain. i li^ Declassified and Approved For Release 2012/10/23: CIA-RDP80B01676R002700030037-2 .a Declassified and Approved For Release 2012/10/23: CIA-RDP80B01676R002700030037-2 The consensus of the Board was that efforts should be made to avoid any public display of photographs as well as models. 4+. Press Reports on Radioactive Contamination The group then devoted itself to a discussion of the entire problem of radioactivity deriving from nuclear tests, and public comment on reports concerningthis. Mr. Gray said that there seems to be some confusion within the government as to who is responsible for handling various aspects of the problem.. In partial clarification, Mr. McCone said that the AEC has expended a great deal of time and money in the past few years in research and investigation of the entire problem of radioactivity. He said that the AEC had not been consulted as to the role that the Department of Health, Education and Welfare might assume. He said, however, that should the latter wish to assume control of the public relations aspects of this situation, he would be very glad to have it do so, but certainly would not wish them to impinge in any way on the technical side.
