MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 25 February 1959
PRESENT: Mr. Allen, Mr. Bissell, Mr. Gray, Mr. Harr,
Mr. McCone,. Mr. Murphy, Mr. Saccio, Mr. Smith
Mr. Harr informed the group that during his recent trip
through Africa he had been much impressed with the importance
of making grants under the International Exchange Program avail-
able to present and potential leaders in various countries. He said
that he proposed to discuss the situation further with Mr. Thayer
of the State Department to see whether any effective action could
be taken to promote the extension of grant aid to individuals of this
type.
A general discussion then ensued about the entire Berlin
situation, with particular reference to Khrushchev's speech of
24 February. No particular conclusions were reached as a result
of this discussion. Mr. Murphy pointed out however that the
Khrushchev speech did not represent an official reply to President
Eisenhower's suggestion for a Foreign Ministers conference, and
that it was expected that such a reply eventually would be forthcoming
through regular diplomatic channels.
