SUBJECT: Resume of OCB Luncheon Meeting, 18 February 1959
PRESENT: Mr. Allen, Mr. Dulles, Adm. Foster, Mr. Gray,
Mr. Harr, Mr. Herter, Mr. Irwin, Mr. Saccio,
Mr. Scribner, Mr. Smith
1. "Cold War Committee" of Department of Defense
Mr. Irwin showed the Board a copy of an unclassified document
issued in the Department of Defense, which establishes a "Cold War
Committee" and outlines its functions.
The consensus of the group was that the name of this committee
has potentially unfortunate connotations, but there was no agreement
on a substitute name. It was agreed, however, that the document
should be classified.
2. Proposed Press Release by AEC
The Board then discussed the proposed press release which
had been prepared by the AEC for use in connection with the scheduled
series of high-explosive experiments which will begin 23 February
at the Nevada test site.
The Board recommended that the AEC: (a) issue no formal
release, (b) respond to any press inquiries orally, volunteering
no information other than the minimum necessary to answer the
question, (c) insure that any such oral replies are based on the first
three sentences of the previously-proposed press release, and that
no reference be made to any connection of these explosions with the
PLOWSHARE series.

3. OCB Reporting Procedures
The group then engaged in a general discussion of the OCB
reporting function, with particular reference to changes indicated
by the shift in NSC requirements for progress reports from a
semi-annual to an annual basis. It was agreed that further discussion
of this entire matter would be in order at a later date. There
seemed to be general agreement that the OCB mechanism could
profitably concentrate on identifying issues of substance rather
than spending a great deal of time on coordinating relatively minor
and routine reporting. The situation in Iran was cited as the kind
of thing which could be the subject of usef CB examination.
