MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 28 January 1959
PRESENT: Mr. Bradford (USIA), Mr. Dulles, Mr. Gray, Mr. Herter,
Mr. Scribner, Mr. J. Smith, Mr. B. Smith
1. Possible Exploitation of Situation Regarding Cardinal
Mindszenty
Mr. Gray and Mr. Scribner asked whether the Board felt
that full advantage was being taken by the U. S. of the possible
opportunity for propaganda exploitation inherent in the situation of
Cardinal Mindszenty. It was pointed out by other members of the
Board that it is impossible for the U. S. to make further. capital out
of this situation and that everything feasible has been done. It was
(?QDUUA explained, for example, that the Hungarian government refused to
allow Mindszenty to leave the country to attend the convocation of
car finals in Rome 'and that that country seized the opportunity to
4b berate the American government for its continued granting of asylum
to a "war criminal.
2. Policy on Use of Surplus Commodities
Mr. Smith briefed the Board on. the problems which confront
the ICA in connection with the use of PL 480 commodities, with
special reference to assistance td agricultural countries which produce
crops which are in surplus supply in the U. S. The members agreed
that certain changes would be desirable in the existing policies but
felt that this is a delicate political situation and that great care must
be exercised in formalizing any such change.
3. Foreign Students in the U. S.
Mr. Herter suggested that consideration be given to establishing
closer contact between the U. S. Government and the approximately

50, 000 foreign students studying in this country. He pointed out
that the great majority of these have no connection with government-
sponsored exchange programs. It was agreed that it would be
useful to draw up plans for contacting such students not only while
they are in residence here but also after they return to their own
countries. State and USIA were asked to look into the matter and
report back to the Board at some time in the future.
