Germany Following up on an earlier discussion between the DCI and the Secretary of State with regard to the situation in East Germany, Mr. Dulles asked Mr. Allen for certain information on the radio station in West Berlin, RIAS. He asked particularly whether Mr. Allen could furnish information on the general line that the station follows, the extent and type of coverage, evidence of listener reaction, etc. Mr. Allen said he would undertake to have such a memo prepared. Mr. Herter commented that this information would be of particularly timely interest to the Secretary of State and to other State officials in view of the Mikoyan visit. He also said that because of the fact that Mikoyan has been pushing a solution of the German problem based on a Federation of East and West Germany, it would be useful to have a study made of the history of Federations and Confederations which have existed in various parts of the world in the past. (It was not specifically stated who would prepare such a study, but presumably it would fall within the competence of the Department of State.) Z. The group agreed that it would be worthwhile to draw up a study comparing the totals of refugees for the recent period as contrasted to previous years. Mr. Dulles undertook to have this done and to make a copy available to Mr. Gray and to others if desired. (Note: C/EE has been informed of this commitment and will have an appropriate study prepared.) 3. Data on Underground Tests Mr. McCone reported that in recent discussions with the Congressional committees on nuclear energy he had been quizzed, particularly by Senator Gore The Senator had questioned why the new information bearing on detection of underground shots had been passed to the Rusbians but had not been published in the U.S. Mr. Herter said he would look into this matter and that the general feeling of the Department of State was that the information should be publicly released. 4. Mikoyan Visit There ensued a general discussion of the Mikoyan visit during which Mr. Herter commented on Mikoyan's talks in the State Department, and Mr. Allen spoke about the dinner given by Eric Johnston for the Deputy Premier. 5. Cuba Mr. Dulles gave the group the gist of two cables from Cuba referring respectively to Castro's seizure of certain records, and to the extent of Communist penetration of labor unions. 6. Moscow Exhibition It was reported that the General Manager of th . S. Exhibition, scheduled to be held in Moscow this summer, hal/exp e--ed a desire to have an assistant work there with him.
