MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 15 October 1958
PRESENT: Mr. Allen, Gen. Cabell, Mr. Gray, Mr. Harr,
Mr. Herter, Mr. Irwin, Mr. McCone, Mr. Scribner,
Mr. Smith, Mr. Melbourne
Mr.' Herter said that he thought the OCB could profitably
address itself to ways in which the U. S. could capitalize on the
forthcoming talks in Geneva on suspension of nuclear tests--
particularly with respect to our offer of a one-year suspension.
Some discussion ensued on this point without any definite conclusions
emerging.
2. Tokyo Trade Fair
The Board then discussed the opinion of the American Embassy
in Tokyo that an exhibit on peaceful uses of nuclear energy would be
a worthwhile part of the U. S. exhibit at the Tokyo International Trade
Fair, scheduled for May 1959. The group agreed that this would
probably be valuable, particularly if it were in addition to the
scheduled exhibit to be sponsored by the Department of Commerce.
The group also discussed the possibility of suggestions to the
Atomic Energy Commission in connection with its over-all program
of peaceful uses of nuclear energy. They noted that the AEC is
receptive to any suggestions for suitable projects involving the use
of nuclear explosives, although the opinion was expressed that the
feasibility of such projects should first be tested in territory under
U. S. control. It was agreed that the OCB Working Group on Nuclear
Energy should be alert to such projects and should be encouraged
to bring specific proposals to the AEC.

3. Advance Publicity on Lunar Shots
The Board then discussed the public reaction overseas to
the publicity on the Air Force's recent attempted lunar probe. It
was noted that the first reactions were favorable. However, it
was reiterated that the current policy guidance, as enunciated
by the President, still remains in force, i. e. there should be an
absolute minimum of publicity before the actual event.
Mr. Harr called attention to recent intelligence reports
indicating extensive Sino-Soviet activity in Yemen. He urged that
diplomatic representation be established in that country as soon
as possible. In reply, Mr. Herter pointed out that this has been
an objective of the Department of State for some time but it has so
far proved impossible to negotiate the point with the Yemeni.
