SUBJECT: Resume of OCB Luncheon Meeting, 13 August 1958
PRESENT: Mr. Allen, Mr. Dulles, Dr. FitzGerald, Mr. Gray,
Mr. Harr, Mr. Herter, Mr. McCone, Mr. Scribner,
Mr. Sprague, Mr. Melbourne
1. AEC Projects
Mr. McCone provided the Board with information on some
new projects taking shape which are related to peaceful uses of
nuclear energy. One is for the blasting of a new channel through
the Aleutian Islands which would reduce the sailing time around
Alaska. Another involves the development of oil resources which
are believed to exist in the sands at Lake Athabaska in Saskatchewan.
The third is a Yukon River project. Interest in these projects is
such that they are currently overshadowing 6ther Hardtack and
Plowshare projects.
Mr. Gray brought up the subject of the "image of the U. S. "
being created abroad. While the Board considered this to be an
important topic for discussion, it agreed to defer this item until
some future time.
3. Cooperative Scientific Satellite Project (Item 5 of
Minutes of August 6 Luncheon Meeting)
Mr. Herter said he thought this minute was too precise and
he does not consider that the decision has been reached as yet to
go ahead with assistance to a friendly country in launching scientific
space vehicles. The ad hoc committee being formed to prepare
a report and recommendations on this subject will be asked to
NSC review(s) completed.

consider not only the details of technical assistance and equipment
required but the desirability of such a project.
4. Palestine Refugees
It was agreed to defer discussion of this topic until the next
meeting.
5. Civil Air Project in Indonesia
Defense, CIA and Treasury agreed that we should go ahead
with the Export-Import Bank loan to Indonesia which is a part of
the Indonesia plan for financing the purchase of civil aircraft.
on the possibility of a coup against the Shah.
The DCI informed the Board that he was going.to brief the
NSC on the potentially critical situation in Iran and specifically
