MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 9 July 1958
PRESENT: Mr. Bradford (USIA), Mr. Cutler, Mr. Dulles,
Mr. Herter, Mr. Smith, Mr. Sprague, Mr. Staats
1. Press Conference for Air Crew
The group examined the proposed statement to be issued to
the press by Colonel Dale Brannon, senior officer aboard the
airplane forced down in Soviet Armenia. After some relatively
minor editing, the statement was approved for issuance at a press
conference to be held in Wiesbaden 10 July. In addition, certain
guidelines were set out for answers to anticipated questions. It
was agreed that no comments beyond these approved statements
would be made by any member of the crew.
2. Eglin Field Test
A draft press release to be issued by the Department of Defense
in connection with the scheduled test of a Nike-Hercules anti-aircraft
missile, equipped with a nuclear warhead, was approved. It was
agreed that the Department of State should notify the governments of
Cuba and Mexico of the impending test, which is now scheduled to be
held at Eglin Air Force Base in August or September. Provided
there has been an opportunity to receive the comments of these two
governments, it is planned to release the agreed statement on 19
or 21 July.
It was pointed out that the information plan developed in
connection with the test contemplates the release of limited quantities
of still and motion pictures of various test phases and of the weapon
employed. In this connection it was noted that the AEC objects to
NSC review(s) completed.

the release of photographs of the nuclear explosion; it was agreed
that Defense and the AEC would consult further on this point,
although this need not hold up the issuance of the statement.
3. Weapons Demonstration for Asian Leaders
Mr. Sprague reported that the recently-concluded weapons
demonstration for Asian military leaders, held in the Western
Pacific, had been enthusiastically received and that on all counts
it appears to have been an unqualified success. It was agreed that
the Executive Officer would prepare a minute of congratulations to
be forwarded to Admiral Stump through the Secretary of Defense.
4. Progress Report on Indonesia
It was pointed out that the last regular OCB Report on Indonesia
was transmitted to the NSC on 9 October 1957 and that the NSC
Special Report on Indonesia, dated 25 September 1957, is largely
out of date. It was agreed that the OCB Working Group should be
instructed to proceed in about ten days with the preparation of an
up-to-date progress report, provided that by that time the results
of Ambassador Jones' scheduled discussions with Sukarno are
available. Mr. Dulles cautioned that the report should be a factual
one and should not attempt to pre-judge policy matters.

6. Pamphlet on Disarmament
Mr. Herter outlined some difficulties which had arisen in
connection with financing the "White Paper" which the State Department
has prepared on U. S. disarmament efforts. The Executive Officer
was instructed to explore sources of funds to assure that the
pamphlet will be produced.
Mr. Sprague outlined proposed plans for sending Colonel
Charles Hostler to Beirut with the primary job of dealing directly
with General Shehab. The group noted that it would be unwise to
send an officer with this avowed mission but that Defense plans to
avoid this difficulty by assigning Colonel Hostler as a replacement
for the military attache now in Lebanon. It was agreed that his
ostensible mission should be to report to the U. S. on progress in
the civil war and that we should not attempt to influence Shehab
openly to take actions desired by the U. S.
The Board was asked to concur in a proposed invitation to
certain Soviet scientists to participate in the Second Symposium on
Physics and Medicine of the Atmosphere and Space which is to be
sponsored by the U. S. Air Force School of Medicine in San. Antonio
in November of this year. The Board saw no objection to issuing
this invitation provided it were extended by the U. S. National
Academy of Sciences to the Soviet Academy of Sciences, and not
through the Air Force.
9. Possible Satellite Launching in China
Mr. Herter referred to reports of a possible launching by the
Red Chinese of an earth satellite and suggested that the OCB Working
Group on Earth Satellites should consider the matter with a view

toward developing possible courses of action to blunt the propaganda
effect of such a launching.
10. Reciprocal Fairs
Mr. Herter reported that the USSR has suggested an exchange
of exhibitions between the U. S. and the USSR in 1959, the exhibitions
to be held in Moscow and New York, respectively. The group
agreed that it would be worthwhile to accept this suggestion, but
noted that there will not be enough time to arrange an American
exhibit in Moscow for 1959 and that therefore 1960 should be the
target date. On the other hand, they felt that should the Soviets be
prepared to exhibit in New York there would be no objection to this,
and agreed that the U. S. should advise the Soviet government along
these lines.
11. U. N. Radiation Committee Report
It was reported that the AEC, following up previous Board
discussions, has arranged with the President of the National Academy
of Sciences for him to issue an explanatory statement in connection
with the expected early release of the U. N. Radiation Committee's
report on the effects of nuclear radiation. It was also reported that
the AEC has prepared and is circulating to interested agencies a
draft statement which it proposes to issue in connection with the
U. N. report.
It was the consensus of the Board that there is a real question
as to whether an official government statement on this subject would
be a good idea. They agreed in any case that should an official
release be made it should be done before or at the time of the
issuance of the U. N. report.
12. Hungarian Executions
The Board then discussed developments in exploiting the
propaganda situation offered by the recent executions of Nagy,
Maleter and others in Hungary. It was agreed that this situation
should be pursued actively. The OCB Special Committee on Soviet
and Related Problems was asked to prepare as soon as possible a
special report for the Board outlining actions which have been taken
to date and recommendations for further actions.

13. Trip by Secretary McElroy
Mr. Sprague asked the Board whether they perceived any
objection to an extended foreign trip contemplated by the Secretary
of Defense, which would be made in the Boeing 707 airplane. It
was agreed that there would be advantages to having this airplane
displayed in such a manner, but it was believed that civilian agencies
should be represented in the party, in order to avoid identifying
the new aircraft with a military objective.
