Approved For Re'gd/03/`?-F13b41676R002700050027-1 25 June 1958 MEMORANDUM FOR THE RECORD SUBJECT: Resume of OCB Luncheon Meeting, 25 June 1958 PRESENT: Mr. Allen, Mr. Cutler, Mr. Dulles, Mr. Gray, Mr. Harr, Mr. Herter, Mr. Roy Johnson, Dr. Killian, Mr. Smith, Mr. Sprague, Mr. Strauss, Mr. Staats 1. Mr. Allen's Impressions of the Brussels Exposition Mr. Allen reported on his impressions of the American display at the Brussels Exposition. He said that on the whole he felt the effort had been well conceived and effectively executed and that the overall impact was quite good. He did feel that the controversial exhibition on racial integration in the U. S. , entitled "Unfinished Business, " was not a particularly effective vehicle to promote an understanding abroad of life in the United States. Ile said it was planned to rotate exhibits of this kind periodically and at the next appropriate time this particular display could be with- drawn without undue fanfare. 2. Outer Space Most of the meeting was taken up with a discussion of U. S. objectives and plans for development of outer space programs. Dr. Killian and Mr. Johnson gave a summary of their current thinking on these matters and solicited the views of the Board. Particular attention was given to the proposed "Adam Project, " which provides for sending a human being into space and returning him to earth. It was agreed that if it were possible for the U. S. to mount a project of this kind before the Russians do it, it would have great psychological value around the world. Some doubt was expressed, however, as to whether there is much chance of this NSC review(s) completed. Mr. Johnson said that he felt the justification for giving high priority to the Adam Project should rest on military rather than strictly scientific grounds. He said that it is anticipated that at such time as the project might appear technically feasible it will be fitted into the military program. The group confirmed its understanding that the 12-foot inflatable satellite is scheduled for October 1958 and the 100-foot satellite for March 1959. 3. Resignation of Mr. Cutler The Board noted that Mr. Cutler's resignation, effective July 21, has been publicly announced along with the designation of Mr. Gray to succeed him.
