MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 16 April 1958
PRESENT: Mr. Allen, Mr. Cutler, Mr. Dulles, Adm. Foster,
Mr. Gray, Mr. Harr, Mr. Herter, Mr. Quarles,
Mr. Scribner, Mr. Smith, Mr. Staats
The group was informed thati was in the job
market and was looking at a number of possibilities.
2. Invitation to Khrushchev to Visit Omaha
In connection with Soviet complaints about allegedly provocative
and dangerous flights by SAC aircraft, a suggestion was made that
Nikita Khrushchev might be invited to visit the SAC headquarters
at Omaha. The idea would be that it could then be demonstrated to
him how false the expressed Soviet fears really are; at the same time
the obvious state of readiness of the long-range striking force might
provide a worthwhile object lesson for Mr. Khrushchev. This
proposal was not pursued further.
3. "Quantico Conference"
A memorandum from USIA to the OCB was discussed. In this
the USIA stated that since a Summit meeting appears to be inevitable,
consideration should be given to convening another special group of
"thinkers, " as was done at Quantico before the 1955 Summit Conference.
As one suggestion, Mr. Dulles said that should such a conference be
convened special attention should be given to obtaining the most highly
qualified people available. It was generally agreed that State should
take the lead in examining this proposal and deciding whether it should
be explored further.

4. Cost of the Sixth World Youth Festival in Moscow
Mr. Allen stated that in his recent television show "Meet the
Press" he had, in response to a question, quoted a figure of a
good many millions of dollars, which he believed the Soviets had
spent on the World Youth Festival in Moscow in 1957. He asked
if anyone had more accurate information. There was general
agreement that the sum was enormous but that there is no reliable
way to assess it accurately.
5. Boeing 707
Continuing the discussion of the previous week, the Board
considered the tactics of getting Pan American Airways to arrange
a visit of the Boeing 707 airplane to Belgium. It was the consensus
of the group that the best way to proceed was to make a direct
suggestion to Juan Trippe, and Mr. Herter was asked to do this.
It was pointed out that Pan American will not have this ship in opera-
tion until late in the summer or early fall, but it was felt that the
timing of the visit was not particularly important so long as it could
take place while Belgium is still full of Exposition visitors. It was
pointed out that there was no possibility of a competing airplane
visiting that country since there is nothing comparable in existence.
6. French Communists
The group then discussed the part that French Communist
Deputies had played in the overthrow of the Gaillard government.
It was agreed that this fact should be exploited to the fullest possible
extent in our propaganda, since it so clearly demonstrates that the
Soviets and their sympathizers are doing everything they can to
sabotage the free world while at the same time proclaiming their
desire for peaceful co-existence.
