MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 26 March 1958
PRESENT: Gen. Cabell, Mr. Cutler, Adm. Foster, Mr. Harr,
Mr. Herter, Mr. Scribner, Mr. Smith, Mr. Sprague,
Mr. Washburn, Mr. Staats
1. Reported Soviet Dumping of Aluminum
Mr. Herter referred to recent reports to the effect that the
Soviets have dumped 25, 000 tons of aluminum on the London market.
The reasons for this action and the implications of it were not
immediately clear to any of the members. General Cabell under-
took to have CIA study the matter and produce a report for discussion
at next week's OCB luncheon.
2. Transport Aircraft for Underdeveloped Countries
A general discussion ensued on the possibility of supplying
transport airplanes for use in underdeveloped countries. One of
the possibilities discussed was that of urging American manufacturers
to produce a cheap airplane which could replace the DC-3. It was
also brought out in the discussion that should support along these
lines become feasible, the equipment could have real value in the
event of limited war. In such a situation mobility would be provided
for friendly forces, and logistic support would be facilitated. Mr.
Staats was asked to look into the desirability of a study by an
appropriate OCB working group or by the Air Coordinating Committee
on the extent of need for an aircraft of the type described above.
3. Invitation to Soviet Air Marshal Vershinin
The group then took up the matter of an invitation to Soviet Air
Marshal Vershinin to visit the U. S. as reciprocation for General
NSC review(s) completed.

Twining's visit to the Soviet Union. It was decided that the invitation
should not be issued until the summer of 1958, and that the time of
Vershinin's visit should be at the convenience of the Secretary of
Defense. It was thought that it might coincide with a military holiday,
such as Veterans Day or Army or Air Force Day.
